Preserving America's Innovative Edge

The foundation for America’s economic prosperity and national security has been our leadership in innovation and technology. We have enjoyed this advantage for seven decades due to substantial investments in education and research, as the global expansion of trade opened markets for our innovative products. As the federal government retreated from its support for research, states reduced their support for higher education and our recent trade actions have alienated partners, China has set its face on achieving leadership in key technologies. We are at an inflection point. Depending on our response, America will keep our innovative edge or surrender it to an ascendant China at great risk to our future prosperity and national security.
Our focus should not be how to slow or restrict China’s rise, but instead on what actions America should take in tandem with other democracies to keep a step ahead, including how best to:
  • Alliances - strengthen ties and tighten alignment with key allies.
  • Democracy – bolster the effective functioning of democracy at home and abroad.
  • Discovery - revitalize a collaborative government, corporate and academic commitment to research that preserves our innovative edge.
  • Diversity - extend the opportunity that higher education provides more broadly so we benefit from the productive talents of all.
  • Military – modernize to ensure our military is prepared for the future challenges.
  • Space – preserve America’s leadership in all things related to space.
  • Talent – adapt our education system to help the broader population benefit from the rapid advance of technology and to cultivate the talent needed to stay ahead in innovation.
  • Tech Regulation – guard against abuses and inequities without stifling innovation.
  • Tech Rivalry – keep a step ahead in key technologies - AI, 5G, IoT, Cybersecurity.
  • Trade – preserve a large international market for innovative products.
