If China were to operate more freely in the Arctic, "its Polar Silk Road will be cleared with Chinese icebreakers," wrote Mark Kennedy, director of the Wahba Institute for Strategic Competition, in a paper for the Wilson Center last week. "Collectively, NATO trails Russia and China in icebreakers," he added. While the U.S. has only two aging diesel icebreakers in the Arctic, Russia has seven nuclear-powered icebreakers and around 30 diesel-powered ones, with more being built. China operates three, but as the world's top shipbuilder, has capacity to expand its fleet.
